6 Team Brackets?

For the 65s March tournament at Diamondplex, there are 2 brackets with 6 teams and 1 with 5. That means there are 2 teams in the 6 team bracket that will not play each other. I don't think in my 15 years of FHCSA play I have ever seen this before? Since there are 17 teams, why not 3 brackets of 4 teams, along with the 1 with 5 teams, where teams play each other twice?

It stated at the tourny that in the six team bracket, if two teams ended 4 and 0, they would be co-champs. The second bracket in the 65’s has only one champ listed. Should be co- champs! Thanks.
